Evan Fowler is a Managing Partner for Hilow Capital, focusing on legal structuring, investor relations, long-term strategy, and sourcing and evaluating early-stage venture investment opportunities.

Outside of Hilow Capital, Evan is a corporate attorney for TangoLaw, PLLC, where he represents companies, investors, and entrepreneurs dealing with venture capital and start-up matters, private equity and debt financings, mergers and acquisitions, and general corporate matters. Evan has more than ten years of experience as a director on the board of a closely-held private company with over 500 employees. He has also worked and invested with multiple angel investing organizations such as the Keiretsu Forum, and was a Commissioner for the City of Seattle’s Design Commission.

Evan holds a BA in Finance, Information Systems, and Political Science from Western Washington University and a JD from the University of Washington. Evan is a member of the Washington State Bar.
